For a long time, there has been a lot of discontent about our fleet ranking system. There is no structure or clear definitions of each rank and their responsibilities. The promotion system has been linked more to your rank in the game rather than what you do in the fleet. In fact, there are huge numbers of individuals who hold the 3rd highest rank in the fleet who have very little responsibility within the fleet. Their rank is nothing more than a title. Hence, the leadership of the fleet has decided to reorganize the entire fleet ranking structure. This email is to present the new structure to you and tell you what needs to happen to advance in the fleet. Generally, the first 2 ranks are tied directly to your rank in the game. The third level is also linked to your participation in fleet projects like the Star Base and Embassy. The next four levels are the fleet leadership.
It is important to note that UFP Starfleet prides itself on not being overly militaristic or bound by strict rules and regulations. There are fleets that are passionate about the role play aspect of STO and go by strict rules and ranking systems. We are NOT that type of fleet. This reorganization doesn’t change that. Please note that the titles of the leadership of the fleet are those of a civilian government rather than those of a military organization. These titles were given intentionally to reflect a looser, more freer organization then many fleets in the game. This fleet is guided by the understanding that STO is a game; it is not life. We are here to play a game and have fun. We are organizing the fleet so that if you are a casual player who doesn’t want the responsibilities of managing the fleet, you will find a perfect home with us. On the other hand, if you want to be active in the management of the fleet, we have a place for you.
Additionally, there will be a great deal of movements within the ranks as individuals’ rank are modified to fit within the new fleet system. Please do not view these moves as an insult to you or a lack of respect for you and your skills.
The first level rank of the fleet is Lieutenant. This is the lowest rank and is fairly restrictive. Players who are level 1-39 in the game are in this fleet rank. People in this fleet rank can invite others to fleet maps and donate to fleet projects but that is the limit of their abilities.
The second level rank of the fleet is Captain. Players who are level 40-50 are in this rank. Those of this rank can invite others to fleet maps, invite others to join the fleet, donate to fleet projects, and create new fleet events.
The third level rank of the fleet is Admiral. The Admiral rank has several requirements. First, the player must be level 50 in the game. It doesn’t matter if this is your second “toon,” you must still get the toon to the Vice Admiral rank in the game. The second requirement is that the player must have accumulated 100,000 Fleet credits. Players who reach this level can start utilizing fleet provisions and assets. By limiting access to these assets to those who have contributed 100,000 fleet credits, we are avoiding “Grimm” situations in which people are invited to the fleet to get stuff and then leave. If you expect to take stuff from the fleet, it is only appropriate to expect you would first give to the fleet. Of course, they have all the same rights and privileges as a person of Captain’s rank.
The fourth level of the fleet is a Fleet Representative. At this time we envision 8 people holding this rank. These people have reached Admiral level in the fleet and demonstrated they are active in the fleet by way of helping newer players, being extensively involved in fleet activities (STF, fleet missions, etc.), or in some way has shown their commitment to the fleet and desire a role in its governance. They are brought into discussions concerning fleet decisions. Each representative is also responsible for certain groups of members of the fleet. For each of the 2 lower levels of fleet rank, 2 Fleet Representatives are responsible for monitoring the players in that rank and for bringing the concerns of those members to the leadership. There will be 4 Representatives for the Admiral rank as we assume this will be the most populated rank. These individuals have access to the lower levels of the fleet bank and can promote or demote members of the fleet so that they can better assist the members they represent.
The fifth level of the fleet is the Fleet Senator. There are 4 people with this rank. These individuals have been Fleet Representatives and have shown responsibility and leadership within the fleet. They have the ability to work well with others and have demonstrated they are more than “Casual” players. The members of this rank are actively involved in making fleet decisions and may be called upon to represent the fleet in relations with other fleets. They will be involved in managing the fleet.
The sixth and seventh levels of the fleet are the ranks of Vice President and President. 2 people hold each of these ranks. These are long standing players of high regard. Their responsibility is to manage the fleet and protect it from all enemies, internal and external. They make and enforce the rules and policies of the fleet (after consultation with other members of the leadership). They make decisions about the construction of Star Bases, Embassy, and future other holdings. They represent the fleet in dealings with other fleets.
To achieve the ranks of Fleet Representative, the player must have achieved the rank of Admiral on at least one of his toons. That person then needs to be nominated to the designated Vice President of the fleet. You can nominate yourself. The Fleet Representatives and the Vice Presidents vote to determine which of the nominees will take over the vacant position of Fleet Representatives. If there is a tie, the Presidents will break the tie. However, if one of the Presidents feels a worthy nominee for the position has been unfairly overlooked, the President may appoint that nominee to the position of Fleet Representative without approval of the other Representatives, even if that appointment would increase the number of Representatives to a number exceeding 8 but no more than 10.
To achieve the rank of Fleet Senator, the player must be a Fleet Representative and nominated to the designated President. You can nominate yourself. The Presidents and the Senators vote to determine which of the nominees will take over the vacant position of Fleet Senator. If there is a tie, the Vice Presidents will break the tie.
Vice Presidents are replaced by the remaining Vice President and the Presidents. Likewise, the remaining President replaces the vacant President’s position from the Vice Presidents.
Initially, the Vice President and Senator positions will be filled by appointment by the Presidents. Half of the Fleet Representatives will initially be appointed the President after consultations with the Vice Presidents and the Senators.
We are glad to announce that Renden and Secura have accepted the positions of Vice Presidents. The Senator and Representative positions are being considered at this time. If you wish to be considered for appointment to a leadership position, please contact the designated Vice President and submit your name by STO email. You may determine who is the designated Vice President by looking at their comments on the Fleet Roster.
Problems and issues with this new system are expected. As these issues arise, we will make modifications as needed. The reorganization will begin on February 1, 2013.
To conclude, let us assure you that we are holding to the same rules. You will not be demoted or kicked from the fleet unless you break one of our very few rules. First, if you have not been online for three months or more, you will be removed from the fleet. The only exception to this rule is we will not remove Armando (UFP Starfleet founder and creator) and his toons from the fleet regardless of how long he is gone. Nor will Armando’s toons be demoted. Special exceptions to the three month rule may also be made if you contact the leadership prior to a long absence. The second reason you will be removed from the fleet is by committing a dishonorable or immoral act. Things like stealing from the fleet bank, exaggerating our fleet level and then demanding bribes from nonfleet member to get an invite to our fleet so people can get ships and equipment, or other acts that we all know are just plain wrong. We don’t want to be too specific on these because we all know at some basic level what is right and wrong and we don’t want to legislate to that degree. Again, this game and this fleet are for fun and entertainment. If you need to degrade yourself to engage in a “wrong”activity in order to succeed, this isn’t the fleet nor the game for you.
